Promoting the safe and orderly movement of people is not only critical for national security but regional security and mobility. Effective border management is essential for ensuring the safety of all travelers including migrants and refugees.

The Challenge
Challenges of geography, systems, resource constraints, and corruption converge at borders, undermining the integrity of border management and border security frameworks. Vulnerabilities in border management are exploited by those that facilitate trafficking in persons and people smuggling—whose lucrative and substantive operations are constantly evolving—making it hard for governments to keep ahead of their activity.

Responses to current and evolving threats requires contemporary policy responses, effective information sharing and enhanced capability development activities to prepare effective strategies and support sustained enhancements in border management practices. Adoption of technology advances, including biometric systems and real-time data sharing, can improve border security while reducing the need for human intervention.

Crucially, borders also provide a critical point for intervention in trafficking in persons and people smuggling cases, and an opportunity for governments to provide protection for potential victims of trafficking ahead of exploitation taking place. Strengthening screening and referral processes, and victim identification and support, can further support robust evidence collection and facilitate coordinated action against organised criminal actors.

Border and Migration Management Programme Objectives

  • To support capability and skills development in border management practices and skills for border, immigration, maritime and civil aviation officers—alongside structural organisational capacity uplift that leads to sustained enhancements in border management practices.
  • To provide access to information, resources and expert guidance that can support Member States to stay informed about the latest developments in regional security and migration management
  • To support targeted improvements for border management systems and processes employed by Member States. This includes a focus on screening and referral processes that enable officials to more effectively identify and assist victims of trafficking and other vulnerable groups at the borders.
  • To facilitate opportunities for Member States to build connections with international counterparts and to share current and evolving threats, trends and international migration routes and promising practices.
