RSO Border Forum

The RSO Border Forum gathers frontline and liaison officials working in border and immigration management, law enforcement, maritime and civil aviation operations, and policy development to strengthen international cooperation on refugee protection and international migration—as relating to countering people smuggling, trafficking in persons and related transnational crime.

Building networks and sharing knowledge and best practice
Transnational crimes, including immigration-related offenses, people smuggling by air, maritime people smuggling and trafficking into online scam centres cannot be addressed in isolation. The Border Forum is the RSO's annual capability development event for the Bali Process membership, supporting networking, sharing of knowledge and promising practices, and problem-solving on-the-ground challenges at an operational level.

Objectives

The objectives of the RSO Border Forum are to:

  • Assist Bali Process Member States to strengthen border management and border security, through relevant and fit-for-purpose practical and technical information that can contribute to fostering actionable border management and border security enhancements.
  • Facilitate opportunities for delegates to share current and evolving threats, trends and international migration routes.
  • Foster opportunities for Bali Process Member States and other actors to share promising practices as it relates to prevention, protection and prosecution efforts.

Third RSO Border Forum

The Third RSO Border Forum, held over 28-29 January 2025, brought together more than 120 senior government officials, frontline officers, and migration experts to examine key border security challenges through a routes-based approach. Discussions drew out priority challenges as identified from those at the frontline, and sought to enhance cross-border collaboration amongst Bali Process Member and Observer States.
