On November 06 & 07, the RSO – in partnership with the People’s Police Academy of Viet Nam (PPA) – delivered the Bali Process Basic Course on Combating Trafficking in Persons at the PPA in Hanoi, Viet Nam.
The course was delivered in a hybrid model, with participants, PPA lecturers and staff attending in person while other presenters and the RSO joined virtually.
68 law enforcement cadets joined this workshop and had the opportunity to gather the knowledge and skills required to better respond to suspected incidents of trafficking in persons during this course. The RSO started off this workshop by providing an overview of trafficking in persons and smuggling of migrants. Mr. Nguyen Van Oanh – Lecturer at the PPA – then proceeded to deliver sessions on Viet Nam’s anti-trafficking legislation and current trends of trafficking in Viet Nam. Ms. Luong Hong Loan – Program Director at the Pacific Links Foundation – also joined to talk about the identification and protection of victims and how cadets can engage in civil society organizations during their work. Mr. Bill Laidlaw – Programme Coordinator at the RSO – delivered the last session of the workshop on international police cooperation. Throughout the 1.5-day course, participants were able to apply the knowledge shared by presenters in case studies and engage in group discussions as well as other activities.
The RSO is pleased to continue its partnership with the People’s Police Academy of Viet Nam. The first workshop between the RSO and PPA was delivered in 2016 and workshops have continued annually since then. This marks the 11th RSO-PPA workshop on combatting trafficking in persons.
These trainings are delivered within the framework of the Bali Process Policy Guides on Protecting Victims of Trafficking, Identifying Victims of Trafficking and Criminalizing Trafficking in Persons.

We would like to thank the staff of the PPA and the interpreters of this event for all their hard work in ensuring the success of this course which has brought both Viet Nam and the RSO closer to our shared goal of combatting trafficking in persons, people smuggling and related transnational crime.
