On 21 February 2022, the Technical Support Unit (TSU) of the Ministry of Planning Development and Special Initiatives of Pakistan convened a Virtual Core Working Group Meeting on Mainstreaming of Vulnerable Population with entities responsible for civil registration law and policy and support of vulnerable groups, including UNHCR and UNICEF to disseminate key findings and recommendations with the Bali Process Civil Registration Assessment Toolkit pilot project.
The Sixth Ministerial Meeting of the Bali Process Member States held in Bali in 2016 acknowledged the importance of civil registration and vital statistic (CRVS) and the partnership between UNHCR and the Bali Process Member States. In this spirit, the Regional Support Office of the Bali Process (RSO) and the UNHCR Regional Bureau for Asia and the Pacific have jointly developed the “Bali Process Civil Registration Assessment Toolkit.” The Toolkit is designed to assist Bali Process Member States in identifying—and ultimately in redressing—inequalities in the access to national CRVS systems.
In Pakistan, TSU is responsible for designing and implementing CRVS related policies. TSU has been leading the assessment of gaps in civil registration of vulnerable population groups, i.e., refugees, asylum seekers, stateless populations within the national Civil Registration system, by using the Bali Process Civil Registration Assessment Toolkit (the Toolkit).
