Reporting and Strategic Guidance
The RSO operates with strategic guidance from the Bali Process Senior Official Co-Chairs, and Senior Officials in the Governments of Australia and Indonesia. Day to day operations are overseen by two RSO Co-Managers from the Australian and Indonesian Governments.
The RSO produces a Biannual Strategic Plan and Work Plan, an annual Impact Report, Monthly Reports, a quarterly newsletter RSO Highlights, and a six-monthly narrative finance report.
The RSO Co-Managers report on a biannual basis to the Bali-Process Co-Chairs. The Co-Managers also report to the Steering Group and the Ad-Hoc Group and full Bali Process membership at Senior Officials’ Meetings and Ministerial Conferences.
The Bali Process Regional Cooperation Framework (RCF)
The RSO was established in 2012 to operationalise the Bali Process Regional Cooperation Framework (RCF) and strengthen practical cooperation among Member States. Ministers agreed to the development of the Regional Cooperation Framework at the Fourth Bali Process Ministerial Conference, and to take forward its operationalisation through the RSO at the Fifth Meeting of the Ad Hoc Group of Senior Officials.
By promoting shared responsibility and mutual support, the RCF aims to enhance the collective capacity of countries to manage migration flows more effectively and protect migrants who may be in a vulnerable situation.
Guided by the RCF, the RSO is responsible for facilitating information sharing, capacity building, exchange of positive practices, encouraging pooling of common technical resources and offering logistical, administrative, operational and coordination support for Bali Process activity.
The RSO reports annually to the Australian Parliament on its progress and achievements towards operationalising the Bali Process Regional Cooperation Framework (RCF), as required under Australia’s Migration Act 1958–Sect 198AI.
