Secondees are drawn from law enforcement officers, border and immigration officials, policy makers and judicial personnel from Bali Process Member States. Secondees work in the RSO offices in Bangkok, Thailand for a four to six month period on a project and programme of work that furthers and contributes to their Member State’s needs as well as Bali Process and RSO objectives. Secondments support strengthening of technical capacity across Member States, and allow Member States to share good practices and high-level capacities through and with the RSO.

Secondees are funded by their Member State, with the RSO meeting the cost of an economy class return airfare, accommodation, and daily subsistence allowance. Any project-related costs associated with the assignment will be covered by the RSO.

Commander Toufiq is a seasoned maritime security professional with over 19 years of distinguished service in the Bangladesh Navy, currently serving on deputation with the Bangladesh Coast Guard. As a Commanding Officer of a Coast Guard vessel, he operates at the forefront of maritime law enforcement, where he leads high-stakes operations to counter illegal migration, human smuggling, and transnational maritime crime, ensuring the integrity of Bangladesh’s maritime borders and the protection of vulnerable populations at sea.
Currently nominated as a Secondee to the Regional Information, Liaison and Outreach Network (RILON), he is dedicated to enhancing regional information sharing and fostering collaborative strategies to address irregular migration challenges particularly within the critical corridors of the Bay of Bengal.His career features is a unique blend of international peacekeeping and domestic security.

Currently serving as the representative of the Republic of Indonesia as Secondee to the Regional Information, Liaison and Outreach Network (RILON) Maritime People Smuggling Response Group, Majid will contribute his expertise to enhanced regional information sharing and mitigate shared challenges in addressing maritime people smuggling especially in the Bay of Bengal and Andaman Sea corridor.
Majid is the Deputy Director for International Cooperation of the Directorate General of Immigration of the Republic of Indonesia, where he formulates, coordinates and manages all the Directorate General’s engagement in International Immigration cooperation, including as relates to efforts in combating people smuggling and other transnational crimes.

Isabel is an officer of the National Police of Timor-Leste (PNTL) with 24 years of service experience. Since 2019, she has been serving in the Migration Service as an investigating officer. She has also participated in various operations across Timor-Leste to monitor and inspect foreigners who violate migration laws. Ravi has served at various government agencies in Malaysia including the National Strategic Office of the Council for Anti-Trafficking in Persons and Anti-Smuggling of Migrants, Ministry of Home Affairs; the Immigration Department of Malaysia; and the Malaysian Maritime Enforcement Agency. His work primarily focused on security-related matters, particularly on migration, migrant workers, and transnational crimes that include trafficking in persons and the smuggling of migrants.

Iid is a Diplomat (Attaché) from the Ministry of Foreign Affairs of the Republic of Indonesia. She is assigned to the Directorate for Protection of Indonesian Citizens under the auspices of Sub-Directorate of Southeast Asia Region. Her primary responsibilities involve assisting Indonesian citizens abroad, including but not limited to victims of trafficking in persons, irregular migration, and nationals facing the death penalty abroad.
In September 2024, she joined the Regional Support Office (RSO) of the Bali Process as a Secondee and works with the Transnational Crime and Technology team to support the delivery of relevant initiatives addressing trafficking in persons, particularly in relation to the misuse of technology. Eranga is an Immigration Investigations Officer at The Department of Immigration and Emigration of Sri Lanka.
He has worked as an Immigration officer since 2013. He has served as a front-line and investigations officer, with experience in verifying travel documents, conducting passenger assessments, identifying potential victims of trafficking in persons, unfolding irregular migration trends, researching modus operandi in migrant smuggling and preparing intelligence reports.
Eranga joined the RSO office as a Secondee in June 2024, and contributes to activities, workshops and capacity building programs alongside the Border and Management team. Specifically, he brings his expertise in providing training and building awareness around irregular migration. Police Superintendent Widya Anugerah Sejati is an INP (Indonesia National Police) Officer who posted at JCLEC (Jakarta Center for Law Enforcement Cooperation) Semarang and joined the RSO as a Secondee in May 2015. His primary responsibilities include program manager for International People Smuggling Programs, Counter Terrorism Programs, Human Rights and Criminal Investigations Programs, Intelligence Training Programs, and Train the Trainers Programs. He also has experience in developing the curriculum for those trainings.
As a secondee he responsible for handling a project to strengthen border management and related legal and law enforcement cooperation, and facilitate greater engagement between regional training directors by implementing a Regional Coordinated Training Mechanism (RCTM). The RCTM, developed by the RSO in partnership with JCLEC, will provide the Bali Process Membership with a centralised, effective and dedicated mechanism for the co-ordination of training initiatives in the Asia Pacific Region with a view to streamlining resource use, reducing duplication and promoting better coordination, planning and information-sharing nationally and regionally.
