About the course
Increasingly complex forms of trafficking in persons—such as cyber-scam operations, organ trafficking, and forced marriage—are affecting vulnerable populations in Viet Nam, particularly women and girls. Building the capacity of the next generation of law enforcement officers is critical to addressing these threats early and effectively.
Since 2016, the RSO and the People’s Police Academy (PPA) in Hanoi, Viet Nam have worked together to promote critical knowledge around counter trafficking in persons and build capacity amongst PPA cadets to strengthen efforts in counter trafficking in Viet Nam and the wider Mekong region.
Building on this longstanding collaboration, the Introductory Course on Trafficking in Persons, led by the Regional Support Office of the Bali Process, has been integrated into the PPA’s curriculum for third-year cadets majoring in criminal investigation with foundational knowledge and practical tools to detect and respond to trafficking in persons. This initiative forms part of RSO’s broader project on Institutional Capacity Building at the Border Through Training Institute Partnership, which aims to embed counter-trafficking expertise into the standard curricula of trusted regional training institutions, and strengthen national systems by ensuring future officers enter the field with a strong grounding in victim-centred, trauma-informed, and legally sound practices.
