Commander Toufiq is a seasoned maritime security professional with over 19 years of distinguished service in the Bangladesh Navy, currently serving on deputation with the Bangladesh Coast Guard. As a Commanding Officer of a Coast Guard vessel, he operates at the forefront of maritime law enforcement, where he leads high-stakes operations to counter illegal migration, human smuggling, and transnational maritime crime, ensuring the integrity of Bangladesh’s maritime borders and the protection of vulnerable populations at sea.

Currently nominated as a Secondee to the Regional Information, Liaison and Outreach Network (RILON), he is dedicated to enhancing regional information sharing and fostering collaborative strategies to address irregular migration challenges particularly within the critical corridors of the Bay of Bengal.His career features is a unique blend of international peacekeeping and domestic security.

From 2016 to 2017, he served with the UN Mission in South Sudan (UNMISS) as a Vessel Protection Commander, securing vital riverine supply routes. Additionally, his four-year tenure with the Bangladesh Police provided deep expertise in criminal intelligence and the interrogation of transnational offenders.

Throughout the service, Commander Toufiq has demonstrated a steadfast commitment to maritime governance and regional security. His contribution to RILON will focus on bridging operational realities with policy frameworks to strengthen coordinated responses to migration and border challenges across the region.
