RSO Alumni Network drives regional cooperation and future leadership in migration management

The Bali Process Regional Support Office (RSO) 2025 Alumni Day and Third Border Forum brought together 24 alumni from eight Bali Process Member States, reinforcing the critical role of alumni networks in strengthening regional cooperation, enhancing professional development, and fostering long-term capacity building.

A sustainable platform for cross-border information exchange

Attended by law enforcement, border and immigration, and maritime officers specialising in countering trafficking in persons and people smuggling, the event showcased the growing influence and strategic positioning of the RSO Alumni Network as a force for positive change in cross-border migration management.

Established in November 2023, the Alumni Network provides a sustainable platform for participants to exchange information, access focal points, and pursue professional development through peer-to-peer connections. By maintaining contact with alumni as they grow into future leaders, the RSO ensures its training programs continue to shape national policies and strengthen multilateral partnerships. The Alumni Day offered participants a chance to reflect on regional challenges, share operational successes, and celebrate the network’s expanding impact in addressing transnational crime and safeguarding vulnerable communities.

Building Skills in Open-Source Intelligence

A highlight of the day was an intensive half-day workshop on Open-Source Intelligence (OSINT), led by Lynn Dudenhöfer. Based on the RSO curriculum recently piloted in Mongolia, the training introduced many alumni to innovative investigative tools and techniques. Participants gained critical insights into how artificial intelligence is transforming criminal and smuggling operations across borders and learned practical skills for integrating OSINT into daily operations. This session underscored the importance of staying ahead of evolving technological threats in combating transnational crime.

Information Sharing and Operational Updates

One of the Alumni Network’s most powerful contributions lies in its ability to facilitate real-time information sharing and operational collaboration. During breakout sessions, eight experienced alumni served as mentors, leading discussions on bilateral cooperation, team leadership, and counter-trafficking strategies.

Updates on changing migration patterns and emerging trafficking methods were shared, with particular emphasis on how criminal networks are adapting their operations through advanced technology. Alumni from Cambodia and Thailand highlighted the successful use of informal communication channels and the network’s WhatsApp group to identify operational focal points and support trafficking cases—demonstrating the network’s potential to deliver tangible, on-the-ground results.

Implementation of Training and Best Practices Alumni showcased the practical application of their training through presentations on Return-to-Work Action Plans. These plans illustrated how insights from the RSO’s specialised training programs—such as the Asia-Pacific Training on Victim Identification and the Bali Process Border Management by Air workshop—have been implemented to enhance inter-agency collaboration and frontline operations.

Notable outcomes included:

  • Development of toolkits to support frontline officers;
  • Proposal of national training workshops to strengthen inter-agency cooperation; and
  • Establishment of relationships with regional counterparts, promoting sustained collaboration.

These Action Plans play a vital role in supporting long-term capacity building and are being formalised as part of the RSO’s 2024-2026 strategic framework to ensure consistent and impactful training implementation.

Strengthening Professional Networks and Future Leadership

Both the Alumni Day and the Third Border Forum created invaluable opportunities for practitioners to establish and deepen professional connections across different countries and organisations. By keeping in touch with alumni, the RSO not only nurtures a network of experts but also cultivates future leaders capable of influencing national and regional migration management policies. The RSO’s ongoing engagement with alumni ensures that knowledge gained through training translates into strategic action and operational excellence.

Looking ahead, the RSO’s 2024-2026 Work Plan aims to further amplify the network’s impact through continued engagement and professional development opportunities. The successful mentoring sessions at Alumni Day mark the beginning of the RSO Champions program, which will empower alumni to support RSO activities through experience sharing, session facilitation, and participation in the RSO Secondments Programme. These initiatives will provide alumni with exposure to diverse subject matter experts and senior leaders, positioning them as key drivers of regional cooperation and policy innovation.
